What 🄭 means
The circle groups the letters; it does not decode them.
ARIB STD-B24, Japan’s data standard for digital broadcasting, was established in 1999. A 2008 proposal to encode Japanese TV symbols lists this glyph as ARIB code 9255; the aim was to give such marks shared codes instead of relying on custom font codes that other systems might read differently.

Questions people ask
2Can CD mean Corps Diplomatique?
Yes. On a diplomatic vehicle plate, CD can stand for the French Corps Diplomatique (“diplomatic corps”). A U.S. presidential archive records an oval example from c. 1938–1940; that vehicle mark is separate from this Unicode circle.
Why can the circle disappear in text cleanup?
Unicode compatibility normalization, a text-cleanup process, can reduce this enclosed form to plain “cd.” A document or search system that applies compatibility normalization can therefore lose the circle.
