What ᵂ means
It is a raised W used in phonetic transcription. UPA is a specialist notation for recording sounds, sound patterns, and word histories in Uralic languages such as Finnish and Hungarian. A 2002 proposal to encode it argued for plain-text characters so precise linguistic details could be preserved in digital publications.
The proposal described UPA as more than a century old in 2002, first chiefly used in Finland, Hungary, Estonia, Germany, Norway, Sweden, and Russia, and by then used worldwide. It includes examples of UPA in use from 1901 and cites ᵂ in Erkki Itkonen’s 1986 Inari Sámi dictionary.
