What ꚜ means
It marks a raised hard-sign element in specialist notation. In phonetic writing, a superscript letter can mark a detail of pronunciation, but ꚜ has no single fixed sound: follow the author’s notation key. It is associated with Lithuanian dialectology and also appears in descriptions of Baltic and Slavic phonetic notation.
The name connects it to ъ, historically called the back yer. In Old Church Slavonic, this sign represented a reduced vowel—a short, weak vowel sound. The writing tradition developed in the ninth century for missionary and religious texts; surviving examples begin in the late tenth century. Later, Bulgarian used ъ as a vowel, while modern Russian uses it as a spelling separator. In pre-reform Russian, it also appeared at the ends of words after hard consonants.
Why keep the raised form?
Because its position can be part of the notation. If a transcription distinguishes a raised modifier from an ordinary letter, changing ꚜ to ъ changes what the text records. Check the source’s key before assigning it a sound or reading it as an ordinary Cyrillic letter.
What should I make of ꚜ in a message?
Treat it as specialist text and check the context. Without the notation key, there is no reliable way to infer a particular pronunciation or message.
Specialist notation; unexplained in ordinary prose.
Do not substitute ъ when the source distinguishes the raised sign.

1Why does ꚜ become ъ?
NFKC compatibility normalization can map the raised modifier to baseline ъ. That changes the character and removes the raised distinction.
