What 𞁄 means
It annotates how a nearby sound is released or shaped. After the Cyrillic letter т (te), it can signal a brief ts-like consonant release; near ц (tse) or ч (che), it can mark a finer pronunciation shade.
An early Serbian dialect study from 1905 used raised and lowered letters for stronger or weaker vowel values. This modifier appears in pronunciation books from 1981, 1984, and 1999, including Russian and Ukrainian works. Later Cyrillic superscripts mark sound details; some subscripts mark abstract sound categories.

1Why does 𞁄 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
