What ᶾ means
It adds a short “zh” sound to the sound before it.
Its force depends on the transcription system: it can mark a faint or transitional [ʒ]-like quality. In [dᶾ], it can show a d-like consonant that begins with a brief closure and opens into a voiced hiss, approaching [d͡ʒ].
The ezh letter appears in Pitman's 1847 English Phonotypic Alphabet, a system for writing English speech sounds. A superscript ezh example appears in a 1994 phonetics source cited by a 2003 proposal to encode additional modifier letters. It is a distinct character, and typefaces can draw it differently.
Specialist phonetic notation, not ordinary spelling.
It modifies the preceding sound; it is not a consonant on its own.

1Questions people ask
1Why does ᶾ show as a box on some devices?
Not every system ships a font for the Phonetic Extensions Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
