What ᶵ means
It marks a t made toward the hard palate.
The International Phonetic Alphabet (IPA) records speech sounds; palatalization moves the tongue toward the hard palate.
The 1926 IPA chart lists ƫ, ᶁ and ᶇ for palatalized t, d and n. A Unicode encoding proposal cites Halle (1971) for a t-hook modifier. The 1989 IPA revision replaced hook notation with raised j, as in tʲ.
