What 𐞯 means
𐞯 is the superscript modifier for retroflex ʈ. The International Phonetic Alphabet uses ʈ for a voiceless t-like stop made with the tongue tip curled back; 𐞯 marks onset, release, coloring, or a weak or inserted use.
ʈ entered the IPA retroflex series on the 1926 chart. François (2010), Riehl and Cohn (2011), and Harvey et al. (2013) document 𐞯 before retroflex nasals and laterals, especially in Arandic transcription.

1Why does 𐞯 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
