What 🆀 means
It is a text character styled as a boxed Latin Q, not an emoji.
The enclosed-letter set was retained partly for East Asian text compatibility; many forms began as numbered list markers. The earliest Unicode proposal in this line, dated 2007, describes Japanese TV symbols, including ARIB broadcast text and fonts for locally assigned glyphs.
Unicode’s names list gives 🆀 no special-use note; the dark square is styling, not a “no” sign.
