What 𐌊 means
It marked k before the vowel a.
Greek writing reached Etruria by the eighth century BCE; Etruscans adapted it. The Marsiliana ivory tablet, an alphabet list from the mid-seventh century BCE, includes kappa.
Why did Etruscan use three letters for k?
The next vowel determined which letter to write.
In archaic Etruscan (seventh to fifth centuries BCE), kappa (Κ) came before a; C-shaped gamma before e and i; Q-shaped qoppa before u. All marked k. Southern Etruria shifted k spelling to gamma in the late-archaic period; northern use followed.
Neo-Etruscan (fourth to first centuries BCE) dropped KA. Local alphabets share one Old Italic script, so fonts may vary letter shapes by language.

1Why does 𐌊 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
