What 𐏕 means
It denotes 100, not a letter or a word sign. Old Persian numerals use five base values—1, 2, 10, 20 and 100—in additive sequences, so this sign contributes one hundred. If it appears as a box or replacement mark, the font lacks this glyph; the number has not changed.
Old Persian cuneiform is a wedge-shaped script used in inscriptions of the Achaemenid Empire. Its character set was created for King Darius I's monumental inscriptions about 525 BCE; the first known Old Persian inscription is at Bīsotūn.
Some Old Persian letter shapes resemble older Mesopotamian cuneiform, but the script was a separate creation. Its one borrowed sign was LA (𐎾), derived from an Assyrian form of an older Mesopotamian sign for a sound Old Persian lacked. 𐏕 is a numeral, not that letter.

Questions people ask
1Why does 𐏕 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
