What 𐎼 means
It is a phonetic sign, recording sound within a word. Old Persian cuneiform also used signs for whole words such as “king” and “god”; 𐎼 records only a spoken part.
Darius's Behistun inscription gives the same royal account in Old Persian, Elamite, and Babylonian. Comparing the three versions later helped scholars decipher the script. It fell out of use after the Achaemenid empire ended. Its wedge forms resemble neighboring cuneiform writing, but this script was devised for Persian royal use.

1Why does 𐎼 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
