What 🇶 means
Alone, 🇶 is a flag-sequence component with no territory reading.
Regional indicators correspond to the letters in two-letter region codes, but this character is a separate encoding symbol—not the ordinary Q key or a country code by itself. The pair 🇶🇦 represents Qatar.
Earlier code lists supported trade and communication; ISO published its first country codes in 1974. A 2007 Unicode working draft covered Japanese mobile-carrier symbols, and a 2009 proposal described the 26 regional-indicator letters. The paired letters gave software a compact way to encode region pairs without a separate character for every possible flag.
Why do I see letters instead of a flag?
The rendering software decides whether to draw a flag.
Unicode does not require a specific flag image for each pair: one renderer may combine the letters into flag artwork, while another may show the two regional letters. As of September 2025, Microsoft’s accepted Windows answer said Segoe UI Emoji showed two-letter codes instead of national-flag artwork.
How do I type regional indicator Q?
A Unicode character picker is the direct route.
Search the character’s Unicode name in your editor or operating-system picker. The ordinary Q key inserts a different character. To form the Qatar sequence, enter both regional-indicator characters; ordinary Q and A letters do not make 🇶🇦.
Technical and neutral; it supplies one half of a regional flag sequence.
🇶 alone is not Qatar’s flag; the pair is 🇶🇦.

1Why does 🇶 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
