What 𞺷 means
No. It is a dedicated mathematical form.
Arabic mathematical letter styles appear in manuscripts and print over many centuries. Double-struck is one of six styles; encoding the forms separately preserves mathematical distinctions. Unlike ordinary Arabic letters in words, these math symbols do not join to neighbors.
Regional conventions differ. Moroccan handbooks used Arabic notation before French mathematical notation was adopted; Unicode's 2026 description says it appears in most handbooks in West Asia, Libya and Algeria.

1Why does 𞺷 show as a box on some devices?
Not every system ships a font for the Arabic Mathematical Alphabetic Symbols block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
