What 𞹱 means
It is a distinct stretched letter form used in Arabic mathematical notation.
In Arabic-script math, letter design is part of the notation: this stretched form is kept distinct in text rather than treated as decoration. The equation and the textbook’s convention determine its particular role.
Its form traces back to the Arabic letter ṣād ص. Unicode describes this mathematical letter set as drawing on historical Arabic letterforms found in manuscripts and traditional print.
Maghrebi algebraic notation was in use by the late 12th century. Instructional works showed students how to calculate on a dust board, an erasable surface dusted for working. In the 15th century, al-Qalasādī used Arabic letters and short-word initials for unknowns, powers, and operations. A 2006 W3C survey contrasts Maghreb and Mashreq choices for function abbreviations and summation signs.
Why does typing ص not produce 𞹱?
It is a dedicated math character, not a font-made Arabic shape.
Ordinary Arabic letters join and change shape in text; Arabic mathematical symbols do not use those shaping rules. Adding a text-lengthening stroke to ص may widen ordinary text, but it will not produce 𞹱.
To type 𞹱 in HTML or XML source, use the hexadecimal numeric character reference 𞹱.

1Why does 𞹱 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
