What 𐬹 means
Read it as “written earlier.” In Avestan manuscripts, 𐬹 marks an abbreviated passage. The oldest dated example is from 1278.
The Pahlavi script was used for Middle Persian; ōh (“thus”) pointed to earlier wording. Karl F. Geldner reused the mark in footnotes of his 1880 Avesta edition, a collection of Zoroastrian sacred texts, to save space.

3Questions people ask
1Why does 𐬹 show as a box on some devices?
Not every system ships a font for the Avestan block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
