What 𑁯 means
It is Brahmi’s decimal digit nine.
The Brahmi numeral tradition is attested around the 3rd century BCE, including in inscriptions and coin dates. Its signs later developed into regional Indian forms; later forms from this tradition reached the Arab world.
During the late Brahmi period, positional decimal digits appeared alongside older signs whose values were built by adding and multiplying. In a positional system, a digit’s place affects its value; 𑁚 is the older Brahmi nine from the other system.
A specialist historical choice: it marks a numeral as Brahmi, not ordinary modern notation.
In a historical transcription, don’t swap 𑁯 with 𑁚; they belong to different numeral systems.

1Why does 𑁯 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
