What ⡮ means
No single letter is built into the cell. Unicode 17.0 records its dot shape; a braille code assigns the reading.
How did braille gain more dots?
Braille began with six dots; later codes extended the cell.
Charles Barbier’s military “night writing” used 12 raised dots and reached a Paris school for blind students in 1821. Louis Braille began adapting it into six-dot cells in 1824 and published his system in 1829. Later eight-dot systems added positions 7 and 8 for more patterns.

Questions people ask
1Why does ⡮ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
