What ⠶ means
Its meaning changes with the Braille code. In several codes for ordinary text, paired ⠶ cells mark parentheses. Portuguese mathematical Braille uses the same cell as an equals sign, so the code matters before translating it to print.
How did tactile Braille develop?
Before Louis Braille, Valentin Haüy made books with raised print for blind readers in 1786. Braille adapted earlier raised-writing ideas and published an alphabet in 1829; the Paris institute adopted his system in 1854.
On screen, Unicode ⠶ shows the cell's dot pattern; by itself, it is a text character, not tactile writing.

Questions people ask
1Why does ⠶ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
