What ⣈ means
No universal reading.
Braille is read by touch. In an eight-dot cell, dot 4 is upper right; dots 7 and 8 are the bottom pair.
Fonts draw this pattern as text on screen; it is not tactile. Fonts may change its look, not its encoded dots.
Where did Braille's dot system begin?
Charles Barbier presented raised-dot writing for silent use in the dark to the French Academy in 1808. In 1821, he demonstrated it at a school for blind students in Paris. Louis Braille adapted its tactile-dot idea into a smaller alphabetic system. Separate Braille codes serve text, music, mathematics, and computers.

Questions people ask
1Why does ⣈ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
