What 𐋀 means
No: “G” is a label, not a guide to its sound. The Unicode proposal leaves the sound spelling blank.
Carian was spoken in ancient Caria. By the seventh century BCE, Egyptian evidence includes a figurine, tomb inscriptions, and scratched writing by hired Carian soldiers. Hydai, a Carian town, has Caria's earliest securely dated text, on a wine jar from the last quarter of the seventh century BCE.
During the first millennium BCE, Carian letter forms and reading direction varied by region: in Caria, texts mostly ran left-to-right; in Egypt, right-to-left. Unicode 18.0 assigns the script left-to-right. Carian probably adapted Greek writing; independent development remains possible.

1Why does 𐋀 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
