What 𐿊 means
It comes from the Chorasmian writing system.
The Chorasmian script descends from Imperial Aramaic, an older alphabet, and is related to scripts for Parthian, Pahlavi, and Old Sogdian. Its earliest written evidence includes silver bowls from the Achaemenid Persian Empire. A flowing handwritten form appears from the 2nd century CE; Arabic writing replaced it by the turn of the 10th century.
