What ⷨ means
It marks a letter used to shorten a word.
The practice of raising letters over shortened words developed in medieval handwriting. An Old Slavonic text corpus includes witnesses from the 10th century and early 11th century; in its transcriptions, raised letters reflect manuscript forms. Selected forms became more regular in later Church Slavonic printing. This is a titlo-letter, also called myslete-titlo: the surrounding word tells you how to expand it.
How do I place ⷨ?
Type it after the Cyrillic letter it modifies.
ⷨ is a combining mark, so it follows its base letter in text order; the font positions it above that letter. Without suitable Church Slavonic mark positioning, it can drift or collide with nearby marks.
The documented Synodal form риⷨ abbreviates (къ) Римляномъ, “to the Romans.” Its raised Em appears without pokrytie, a separate covering mark.
What if someone sends ⷨ alone?
Ask for the surrounding word.
This mark belongs inside an abbreviation. By itself, ⷨ cannot tell you which word was shortened.

1Why does ⷨ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
