What ꙹ means
It is a raised yeru used within a word.
Read ꙹ as part of the word it belongs to. In medieval Cyrillic manuscripts, raised letters could shorten words or save line space. Examples of this yeru occur from the 13th century onward, including the Bulgarian Nomocanon, a church-law book; the Radziwiłł Chronicle, a historical narrative; and the Great Reading Menology, a calendar of saints’ readings.
Across writing traditions, raised letters appeared with or without a titlo, a line drawn over an abbreviation. Practice varied during the 15th and 16th centuries, before printing regularized some pairings. ꙹ preserves this raised form in transcriptions of historical text.
Why does ꙹ sit above a letter?
It combines with the character before it.
In the text, put ꙹ after the base letter it belongs to. A suitable font positions it above that letter; weak font support can leave it floating or colliding with nearby text. In a manuscript transcription, replacing it with inline ы removes the raised notation.
A historical Cyrillic mark used in manuscript transcription.
Replacing ꙹ with inline ы loses the manuscript’s raised notation.

The font may not position this combining mark correctly. It follows a base character, and fonts made for historical Cyrillic can handle its placement better.
