What 𐋳 means
It grew from Coptic letters reshaped for writing numbers.
The standard Coptic notation used alphabet letters topped by an overline; epact numerals were distinct cursive forms of those letters. A Christian Arabic manuscript copied at Sinai in the late 10th or early 11th century uses them to number its leaves. In Arabic, this set was called ḥurūf al-zimām (“register letters”). It appears in Arabic and Judaeo-Arabic accounts and calendar texts.

1Why does 𐋳 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
