What Ԛ means
Ԛ represents [q], a k-like sound made farther back in the mouth. In Kurdish Cyrillic, this Cyrillic Q writes the sound inside words. It was modeled on Latin Q, but the two are different characters.
The letter also appears in separate older adaptations of Cyrillic. A 1912 Abkhaz Gospel sample shows it in an older Abkhaz alphabet; a 1957 Armenian–Kurdish dictionary shows its Kurdish use. Those examples establish uses in both traditions, not that one borrowed the letter from the other.
