What ӭ means
In Kildin Sámi, it marks /ʲe/ after д, т, or н. These consonants are softened before the “e” sound. ӭ works with other special letters in this spelling system to show that context; plain э marks /e/ without it.
How did ӭ enter Kildin Sámi writing?
It belongs to a spelling system that changed over time. Kildin Sámi religious texts are documented from the second half of the 19th century. The Gospel of Matthew, the first book partly in Kildin Sámi, appeared in 1878. A Latin spelling system was accepted in 1931, a Cyrillic one was introduced in 1937, and a revised Cyrillic system was accepted in 1982.
The same shape also had a short-lived role in the 1924–1927 Moksha alphabet, where it represented /ä/. The letter’s sound depends on the language around it.

1Why does ӭ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
