What Ӯ means
It marks a distinct Tajik vowel. The bar belongs to the letter, so plain У is not an interchangeable substitute.
Tajik writing used Perso-Arabic script before 1928, Latin script during 1928–1940 with a related Ū, and modified Cyrillic during 1939–1940. In the Cyrillic spelling, Ӯ distinguishes its vowel from У.

Questions people ask
1Why does Ӯ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
