What с means
No. Cyrillic с and Latin c are different letters. с always stands for the s sound, as in “sun.” Ukrainian names it ес, Russian эс. If you read Cyrillic, it is simply the letter s; if you read only Latin script, your eye says c first.
In a username, link or domain, a Cyrillic с can sit among Latin letters unnoticed, because many fonts make the two identical. Check the actual characters before trusting an identifier by its look.
Where did Cyrillic es come from?
It belongs to the early Cyrillic writing tradition. Early Cyrillic developed in Bulgaria, probably around Preslav, in the late ninth and early tenth century. It was used to write Slavic languages, especially translated Christian liturgy and literature. Its makers adapted Greek letterforms and drew on the older Glagolitic alphabet for sounds Greek could not represent.
In Old Church Slavonic, the medieval written language of Slavic churches, the letter was called слово, meaning “word,” and is transliterated as S. In 1708, Russian civil-script reform brought Cyrillic type closer to Latin shapes; that was a later change to the script, not the letter's birth.
How do I type с?
Switch to a Cyrillic keyboard layout. On the standard Ukrainian and Russian layouts, с sits on the key marked C on a US keyboard; add Shift for С. On the documented Russian mnemonic layout, press s, then Space for с; Shift + S, then Space gives С.
An ordinary letter in Cyrillic text; worth a check when it appears inside otherwise Latin text.
A Latin-looking identifier can contain Cyrillic `с`; appearance alone does not confirm its characters.

1Why does с show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
