What 🄆 means
It preserves a number-comma form from Japanese digital broadcasting.
Japan’s Association of Radio Industries and Businesses (ARIB) enacted STD-B24 in 1999 for digital-broadcast data coding and transmission. A Unicode working-group proposal in 2008 maps 🄆 to ARIB code 9237 and groups it with digit-comma forms, modeled on digit-plus-period marks. Unicode’s enclosed-number repertoire also preserves East Asian legacy forms; many small ordered sets were designed as text list bullets.

1Why does 🄆 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
