What ⒈ means
Use ⒈ in a list to mark its first item; the numeral and full stop stay together as one character.
Enclosed list markers were originally used as numbered bullets, and many were preserved for compatibility with older East Asian character sets. Rich-text styles now handle much of that formatting, while the character remains useful when the marker itself needs to stay in plain text. In East Asian typography, font and layout settings can affect its width and where a line breaks.
It reads as a formal, mechanical list label.
