What 𐔂 means

It corresponds to the Latin letter c in Albanian.

“Ce” names the letter; it is not an English word or an emoji reaction.

Why was the Elbasan alphabet made?

To write Albanian in a distinctive alphabet.

Elbasan was devised around 1750 for Albanian Gospel writing; its manuscript is usually dated 1761. Creating original alphabets also helped Albanian writers mark their language as distinct. In 1908, the Congress of Monastir standardized Albanian spelling with a Latin-based alphabet. Most Elbasan forms seem newly made, though some shapes may echo Greek or Cyrillic.
