What ⪮ means
It marks a specialized mathematical relation. Unicode’s chart cross-references it with ≏. That reference helps identify the notation, but it does not set a universal reading; follow the definition supplied by the formula or text around it.
Why was ⪮ included in technical publishing?
To make specialist notation work across digital documents. In a 2000 proposal, the STIX project—which developed fonts for scientific and technical publishing—and mathematical, scientific, and technical publishers sought reliable exchange of specialist symbols. The proposal also addressed MathML and consistent rendering across publishing workflows.
The character still needs a font that includes its glyph. If it appears blank or as an ordinary-looking substitute, the font or rendering support may be missing; that does not change the relation intended by the notation.

1Why does ⪮ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.

⪮\2AAECodes and encoding1 code points
A visible symbol can contain several code points. JS .length counts UTF-16 units; UTF-8 counts bytes.
