What ⏥ means
It limits variation in the indicated surface's shape. The value in the tolerance callout sets a zone between two parallel planes that must contain the whole surface. A datum is a reference feature; the flatness tolerance does not use one to locate the surface.
Straightness, roundness and cylindricity are also form tolerances. ISO and ASME use GD&T; the modern ASME Y14.5 standard grew from military drawing standards and fully incorporated GD&T in 1982.
It is standardized engineering-drawing notation.
Fonts and fallback systems can alter its outline; interpret older marks by the drawing's governing standard.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
