What ჱ means
An old Georgian vowel letter.
Old Georgian used ჱ for ეჲ: «e» followed by ჲ, the letter for a y-like glide. Svan, a language related to Georgian, uses it for a long «e» vowel.
Georgian tradition credits King Pharnavaz; an Armenian account credits Mesrop Mashtots. Georgian writing is attested from the fifth century, but that evidence does not settle either origin story. Asomtavruli and Nuskhuri are older scripts; ჱ is the archaic Mkhedruli form.

1Why does ჱ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
