What 𝍵 means
No; this is a tally mark, not a place-value digit.
Counting-rod numerals are a separate arithmetic notation: short rods were arranged on a gridded board, and position supplied each digit’s place value. The tally practice is called 正の字 (sei-no-ji) in Japanese and 正字 (zhèng zì) in Chinese.

1Questions people ask
1Why does 𝍵 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
