What ė means
In Lithuanian, yes: it is a distinct letter. Replacing it with e changes a word's spelling. Potawatomi also uses it; in Cheyenne, the dot marks an e spoken in a whisper.
Why might a Lithuanian message omit ė?
A phone message may drop diacritics. Plain e may stand in for ė, but a Lithuanian name keeps its standard spelling.

1Why does ė show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
