What ƛ means
It is one voiceless lateral affricate: a single consonant. The tongue blocks the air briefly for t, then releases it as a hiss along its sides. “Lateral” describes that route; the International Phonetic Alphabet writes the sound tɬ, while Americanist notation uses ƛ.
The Klallam language uses ƛ as a regular letter. Adding the comma-shaped mark in ƛ̓ makes it ejective: air is trapped in the throat, then released sharply.
Technical-looking, but a regular letter in Klallam spelling.
