What ʫ means
A voiced fricative with lateral and central airflow.
The International Phonetic Alphabet (IPA) writes speech sounds. Its extension, the extended IPA (extIPA), adds symbols for transcribing disordered speech. The extIPA chart places ʫ among lateral median fricatives: the tongue narrows just behind the upper teeth, while air hisses through its center groove and escapes along its side. Voiced means the vocal folds vibrate.

1Why does ʫ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
