What ᴂ means
In UPA, the turn marks a reduced vowel. UPA means Uralic Phonetic Alphabet, a system for writing sounds in Uralic languages, including Finnish and Hungarian. A reduced vowel is pronounced less distinctly or prominently; its exact value depends on the language and transcription system.
Eemil Nestor Setälä published the first proposal for UPA in 1901; later researchers adapted it for different languages. A 2002 encoding proposal describes ᴂ as æ rotated 180 degrees and records sideways ae as a glyph variant when the turn is hard to read.
It reads as specialist phonetic notation, not casual text.
Its turn marks reduction; it does not specify one universal vowel.

1Why does ᴂ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
