What 𐧡 means
It means 7000 in the Meroitic numeral system. The system has signs for one through nine and for larger ranks; higher values follow a multiplier-and-rank pattern. This sign gives the value 7000, rather than spelling it with seven repeated thousand marks.
Meroitic cursive was used for the Meroitic language in Kush, the ancient kingdom south of Egypt. It grew partly from Demotic, a cursive Egyptian script. The earliest datable Meroitic cursive text is from 200 BCE; less-evolved inscriptions may place its introduction in the third century BCE.
Meroitic numerals recorded quantities in administrative writing, including taxes and measures, and marked dates or amounts in funerary and monumental texts.
Is 𐧡 Egyptian or Meroitic?
It is a Meroitic numeral from a script influenced by Egypt. Meroitic cursive drew partly on Demotic; a separate Meroitic hieroglyphic script drew partly on Egyptian hieroglyphs. Some Meroitic numeral shapes have also been compared with late Hieratic, another cursive Egyptian script, but resemblance alone does not show that this sign was copied from an Egyptian numeral.
Historical and specialist: outside Meroitic writing, it reads as a script specimen rather than a familiar modern number.
Alone in a modern message, it may not communicate 7000; add 7000 in ordinary digits.
