What 𞁎 means
It adds a pronunciation detail to a Cyrillic transcription.
A phonetic transcription is a spelling that shows pronunciation. In Cyrillic transcriptions, raised letters can mark a fleeting sound, a glide, a consonant release, or an in-between vowel quality. The International Phonetic Alphabet (IPA), a system for writing speech sounds, offers a familiar comparison. The transcription’s own key explains the exact value.
How far back does this notation go?
Raised Cyrillic pronunciation marks appear in print by 1905.
A Serbian study of regional speech from 1905 already uses raised Cyrillic letters to mark pronunciation. This barred-o form appears in a 1963 description of Yugur (Yellow Uyghur), where 𞁎 after ү marks a slightly lowered, in-between pronunciation of that high vowel. A 1967 Azerbaijani dialect study contrasts it with raised ә, a Cyrillic letter corresponding to Latin-script ä.

1Questions people ask
1Can NFKC turn 𞁎 into ө?
Yes. The Unicode text-normalization mode called NFKC maps 𞁎 to ө, so software that applies it removes the raised form. Keep the original transcription when that distinction matters.
