What 𞀽 means
It is a marker, not a sound by itself.
A study of Serbian dialects used raised and lowered letters by 1905 to mark stronger or weaker vowel sounds. A 1949 study of the Negidal language uses raised pe for partial devoicing; a 1955 Ukrainian pronunciation study uses it for a sound partly losing vocal-cord vibration. A Russian pronunciation dictionary from 1989 uses it for a consonant changing whether its vocal cords vibrate to match a neighbor, and for doubled consonants.
