What 𞀲 means
It marks a pronunciation feature, not a new consonant. In Lak transcription, the mark follows the consonant it modifies and signals labialization: rounding your lips as you make that sound.
Printed examples of this modifier appear in a 1952 language study; its Lak use for labialization is documented in 2006. The raised form is a dedicated character, not ordinary в made smaller by formatting.
