What 𞀱 means
It marks pronunciation, not an ordinary letter in a word.
Cyrillic phonetic transcription writes how words sound using Cyrillic letters. 𞀱 is the raised modifier form of lowercase б; it marks a fine detail in the sound of a neighboring letter.
The transcription key is needed to tell which detail: the modifier alone does not name a sound.
Does 𞀱 mean the same in every transcription?
No; the transcription system determines its value. One Russian pronunciation dictionary published in 1989 uses raised б and п as a pair to mark voicing assimilation and gemination. Voicing assimilation is when a consonant changes voicing to match a neighbor; gemination means a doubled consonant.
At least by 1905, Aleksandar Belić’s study of eastern and southern Serbian dialects used raised and lowered letters to distinguish stronger and weaker vowel values. Cyrillic phonetic descriptions also use superscripts for brief sounds, consonant releases (how a consonant ends) and vowel glides (brief moves into another vowel); each author’s key sets the reading.
Specialist pronunciation notation, most at home in dictionaries and phonetic descriptions.
Its value is system-specific; check the transcription’s notation key before reading it.

1Questions people ask
1Why does 𞀱 look like a Greek delta in some charts?
That delta-like shape came from an early chart drawing, not a different character. In 2022, Unicode editors agreed to redraw the chart glyph closer to Cyrillic be; the character’s encoded identity stayed the same.
