What ᶻ means
It modifies the sound beside it instead of standing alone.
In the IPA, ᶻ can mark friction as a stop consonant opens, a sound coloured by z, or a weak, fleeting, or inserted z. A stop briefly blocks airflow; an affricate begins with that block and releases into friction as one consonant. The named transcription system and surrounding notation decide which reading applies.
The Uralic Phonetic Alphabet (UPA) is a separate transcription system for languages in the Uralic family; its first publication was in 1901.
Is ᶻ a real character or just styled text?
It is its own phonetic character, not an ordinary z with styling.
Unicode encodes ᶻ as a distinct character. Raising or shrinking an ordinary z with rich-text formatting changes its appearance, but does not give it this modifier's phonetic role.
This is specialist phonetic notation, used when someone is recording speech sounds.
Don't use it as a generic superscript; the raised z has a phonetic job.
