What ᡝ means
It is the Sibe vowel letter e.
Sibe writing is based on Manchu writing, rather than a wholly new script. The wider Manchu script was reformed in 1632 and used by Qing administration. Sibe writing developed in the Ili region after the 1764 resettlement, to write the Sibe language.
In vertical Mongolian-script writing, letters change form with their position. ᡝ has a second final form after Sibe letters usually represented as k, g, and h in Latin transliteration. A Mongolian-script-capable font and text shaper use neighboring letters to display the positional form.

Questions people ask
1Why does ᡝ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
