What ᠆ means
It marks a split word at the start of the next line.
A Mongolian hyphen starts the next line at a word break; an ordinary hyphen normally stays at the end of the first line.
Todo (“clear” in Mongolian) was devised by Zaya Pandita in 1648 as a modified Mongolian script. Its spelling reflects Oirat-Kalmyk varieties of Mongolian rather than the literary standard. Traditional Mongolian writing descends from Old Uyghur script. A study identifies a 1691 letter as the earliest dated Todo manuscript and describes the transition as gradual.

Questions people ask
1Why does ᠆ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
