What ≄ means
It says the expressions fail the asymptotic relation ≃. In the usual ratio definition, their quotient does not tend to 1 as the variable approaches the limit in question.
This denies a particular limiting relationship; it does not mean the expressions differ at every input. Unicode represents the negation by overlaying ≃ with a combining long solidus.
Formal mathematical notation for denying asymptotic equivalence in a formula or proof.
Use ≠ for ordinary inequality at a value; ≄ denies a limiting relationship.

1Why does ≄ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
