What 𐍫 means
The sound /f/. This is one of Abur’s supplementary letters.
Why was the Anbur alphabet made?
To write Komi and Christian texts.
Stephen of Perm devised Abur in the 14th century to translate Christian texts into Komi. Its forms draw on Greek and Cyrillic models and Komi religious signs. Surviving 15th-century examples include icons and manuscript notes. From the 15th century, scribes also used Abur to disguise Russian notes because most Russian readers did not know the script; it remained in Komi use into the 17th century.

1Questions people ask
1Why does 𐍫 show as a box on some devices?
Not every system ships a font for the Old Permic block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
