What ⦘ means
It closes a bracketed expression. Its matching opener is ⦗; together, they group a formula rather than name an operation.
Is ⦘ the same as 〕?
No; they fit different layouts. A 2001 standards draft maps 〕 to the right tortoise-shell punctuation used in Chinese, Japanese, and Korean. A 2006 proposal explains the layout split: those text brackets use half of a one-character slot, while mathematical forms have no extra half-slot and can grow with an expression.

1Why does ⦘ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
